A BIOS Power-On Self Test doesn't really check much... It only ensures that things are mostly connected and your RAM is addressable (not necessarily usable.) It shouldn't make you feel warm & fuzzy at all. I've had machines with bad RAM, bad disks, and bad PCI cards that still passed the BIOS POST, only to freeze later when the bad component was more thoroughly used by the system.

Like the other prevalent thread today wrt CD-burning, it sounds a bit more like SysAdmin opinion than an industry standard/fact.
