You can change it before or after, but if you change it afterwards, you just have to reboot again.
You can run a multiprocessor HAL with only a single CPU. Also, once you've backed up the system state (and made an ERD) you can recover via recovery console if things really get hairy. Between changing the HAL and installing the physical CPU, the former is more likely to be an issue than the latter, and in my experience, both are fairly straightforward in 2000. Depending on your hardware, though, the second CPU could cause the machine not to boot properly, and that would be remedied by removing it until you'd determine that any jumpers or configuration updates or BIOS updates were required.
