I would agree with that 2 maybe 3 WINS server should be enough 
You should also look at setting them up in a hub-n-spoke topology
instead of a mesh topology to help make management a bit easier. This
way if you have to maintain static entries (which ARE rare), you can
manage them on one central server and let WINS replicate them to the
other servers.

Sounds like you have between 11 and 12 too many WINS servers. Which also
explains why stuff isn't working.

Please tell me you're at least running a hub and spoke model and not a
complete mess replication topology.
