You're 100% correct. Explain to me where that says you need to put statics
for anything?

The lease refresh interval is half the lease duration (default is 3 days, so
starting at 1.5 days). The lease holder attempts to renew the lease at the
refresh interval. If it fails, it attempts to refresh half way between the
current time and the end of the lease (therefore .75 of a day), continuing
on until the lease is gone.

Static entries in WINS mean that you've manually entered the data in WINS,
rather than a dynamic registration. The problem with this is that
multiserver WINS environments don't handle tombstoning of these records
correctly if you attempt to delete them - the net result being that after a
period of time the "deleted" record reappears.
