I know this is not strictly relevant to MkII, but for comparison:
C:\Users\Christopher>luatools --expand-path TEXMFLOCAL
c:/context/texmf-local

How do I get Context to recognise the local setup?
can you check the TEXMF variable?
there should be texmf-local as well as texmf-fonts and texmf-project
(i normally put fonts in texmf-fonts)
