What do you use now for packet capture?
Where it runs depends on if the machine initiating the VPN can handle the load 
and whether it’s plugged into a hub or a switch.
I outlined the procedure I would follow in my first post on this issue.

Well... one can futz around with settings for a few weeks or one can see what 
the wire says is happening...

Changed my router to 1500 on the MTU and I actually saw all 4 tunnels connected 
simultaneously for for a good minutes-

Then it started again, dropping and reconnecting-

wil check on Monday- over the weekend I have seen max connections last about 90 
minutes-
