Normally I use netmon,  but thats usually between nodes,
The VPN's are being initiated on each router (site to site) no PC's are using 
any type of VPN client.

I'm going to setup a syslog server and have the devices dump the data.

What do you use now for packet capture?
Where it runs depends on if the 
machine initiating the VPN can handle the load and whether it’s plugged into a 
hub or a switch.
I outlined the procedure I would follow in my first post on 
this issue.

Well... one can futz around with settings for a few weeks or one can see 
what the wire says is happening...

Changed my router to 1500 on the MTU and I actually saw all 4 
tunnels connected simultaneously for for a good minutes-

Then it started 
again, dropping and reconnecting-

wil check on Monday- over the weekend I have seen max connections 
last about 90 minutes-
 
but on average 5 minutes to
