Why are these *.BAT files? That would be my first question. what is the 
business need for this? 

If you really have to do this which I wouldn't recommend.....You need to 
add *.bat to the list of MIME types

I can access some . b a t files from chrome but IE9 is turning them into 
_bat files in which they loose their file association and will not open??
Any thoughts?
