Maybe they should create an OpenSSL Foundation, but most of the things that the Linux Foundation does is not sponsoring the core developers. Or create another working group inside the Linux Foundation. They could define rules and make decisions for what things should be part of an encryption library, and what things do not belong there, sponsor a code cleanup and audit, AND WRITE DOCS!
