at one of the sites we already have servers in place, so to spin up a new VM, 
install the accounting app, lock it down, literally took minutes (an hour tops)
no additional licensing was required as it is a datacenter server.

I'm no finance guru, but if the director runs the numbers and says it's better 
on-premise  (who am I to argue 😊 )
