Many public agencies don't like and don't have the necessary funding setup that
allow for monthly expenditures at least in Florida. They get Y amount of money
and need to get what they need and not have to worry about what happens next
fiscal year to what they bought. They University I worked at had servers that
dated back to 2000 at the time I left in 2009. Desktops were still in service
from 1999 and laptops went at least 5 years with some having been through 3
different users. Power users got the best, users that had business need got
power users cast off, and those with political pull but not as much as the
users with needs got the cast offs from the users with business needs. When I
left there was talk about moving most of the staff to laptops as we had just
had a shutdown for a week due to storm damage that prevented users from getting
into the office. Servers and network was still working.
