We use Remotely Anywhere.
Not free, but quite cheap by 'nix standards.  It has many functionalities, one of which is a stable SSH server built on OpenSSH

We’re running Cygwin on another Windows server, it seemed to be a bear to set up and also acts flaky at times.

For instance it seems that if one little thing can make the ssh service stop running, even something as simple as a client server reboot.

I’m hoping for a simpler and more stable solution.

Okay, if no one is using freeSSHd, what is everybody using for SSH on their Windows servers?

Anyone using freeSSHd?  The only problems I've seen with it involved 1.2.6.  The latest version I've found is 1.2.7 and can't find any vulnerabilities or issues with it.
