Well, I thought the same thing.

In Win 8/8.1 you can create a local account.

And, when I downloaded and installed the first release of Win 10, it also
had the same selection.

But, on this latest release, I go to do the same thing and I don't see it
there. I have google-foo'd and all the websites I have gone to say the same
thing that you said. But I don't see that selection.
