Ok. Mystery solved! It seems that when you click on 'Create Account' the control on the right of the screen to move up/down that page has a tendency to disappear. So, when I go to that point, there was no control to advance down the screen.
But, if you move the mouse then the control appears. It only stays on the screen for about 4 or 5 seconds and disappears. I am loading Win10 Preview in Virtual Box. I don't know if this disappearing/reappearing slide control is due to Virtual Box or if it is inherent in Win10. After find this out, I was able to scroll to the bottom of that page and there was that selection. All is well.
