Whether it’s changed or not, I believe you will get the option to create a local one if you choose the right option to move past the screen that first prompts you to use an MS account. Then on the next screen near the bottom (you may need to scroll) there is something to click on to create a local account. (Sorry it’s so vague, but I haven’t done it enough times.) But I do not see that same option in the Windows 10 Pre-Release.
