Nuke and repave is not an option?
So how did this computer get into this condition? Either malware or
disk corruption? Either one would make me either restore from a backup
or rebuild.

Cmd as administrator
Sfc /scannow
And see if it will repair anything in the OS?
You may be faced with attempting a repair installation. I
haven’t had to face anything like this since Server 2000
and 2003 R2, but never had much luck (we used to have an
AV product that would break the stack sometimes upon
uninstall).
