I've discovered an issue on Windows 10 clients that if you apply any kind of security filter to a user GPO, the GPO no longer applies to the target user, and will only apply If "Authenticated Users" is selected. However, it is recommended to report issues through the Windows Feedback app - and I don't have an account to log into this with.
