You know by now that it isn't a bug.... But a change in behavior.

But to answer your question - signing up as a Windows Insider takes 5 minutes 
and that gives you access to Windows Feedback.

Secondly, UserVoice is watched pretty closely.

Thirdly, if you have Premium hours your TAM can open a bug directly.

There are also some of us here that have some direct access to the product 
groups. Me for Exchange and PowerShell. Others have other access.

Any got any idea how to report a bug to Microsoft? I've discovered an issue on 
Windows 10 clients that if you apply any kind of security filter to a user GPO, 
the GPO no longer applies to the target user, and will only apply If 
"Authenticated Users" is selected. However, it is recommended to report issues 
through the Windows Feedback app - and I don't have an account to log into this 
with.
