You know by now that it isn't a bug.... But a change in behavior. But to answer your question - signing up as a Windows Insider takes 5 minutes and that gives you access to Windows Feedback.
Secondly, UserVoice is watched pretty closely. Thirdly, if you have Premium hours your TAM can open a bug directly. There are also some of us here that have some direct access to the product groups. Me for Exchange and PowerShell. Others have other access.
