+1000... Yes, having some tech knowledge *can* be good here, but it can just as easily be a drawback. Better that they understand the process and how to surface the issues that will derail the project, than wax nostalgic about how they would architect the solution. (Now, if your techs are weak, it's great if the PM can easily deduce this, or has a background that helps him/her see through that, but that's a different problem altogether)
