I'm not familiar with 10.7, so things may have changed... but 10.6 has a few 
programs in /Applications/Server. Start with "Server Admin" (Think "Windows 
Add/Remove Features") and enable Open Directory. Then you can get into 
"Workgroup Manager" (Think "Active Directory Users and Computers/Group Policy 
Manager") and start modifying settings. Have your Mac clients join the OD 
server (Do this in System Preferences -> Accounts -> Login Options -> Network 
Account Server). You can have them join the Active Directory server at this 
point as well.

The clients need to be members of the OD in order to get managed settings, just 
as a windows client needs to be a member of AD to get it's group policies.
