The point is context and who has said what.

The list sponsors have indicated that a change in licensing is responsible
for the throttling of messages to this list.

So if the licensing model has been consistent since the '90s then one can
only presume that the licensing level in use on this list has changed.

The entire context of this discussion has been based on poor list
performance, GFI indicating it was due to Lyris licensing.  I have no idea
how Lyris is licensed.  But if what you say is true, that the model has
been consistent, then the actual licensing level is what has changed.
