What's the OS ?  I seem to recall that Windows 7 changes some settings and 
disables file & printer sharing depending on the network type you are using 
from the network and sharing center.  It should use Domain, or Home I think to 
enable File & Printer Sharing, which then enables ICMP  (ping) responses.

Here's another post from an MS thread about someone having similar issues not 
being able to Ping their Win 7 computer, but all of their XP boxes fine.

I have a single laptop in our department that I cannot ping.
The user in question is able to access all network resources.
Windows firewall is off, and no other firewall is running
I have verified that all DHCP & DNS entries are correct.
The user can ping anything on the network.
 
Other symptoms:
The machine loses connection to one server periodically.
This is indicated by the fact that his computer shows the "offline" tray icon.
Any time this happens, he can choose "synchronize", and he always is back 
online.
He can access any internet/intranet site w/o problem at any time.
 
Switch port counters show no problems.
Changing switch port makes no difference.
 
Any helpful suggestions appreciated.
