You will need to configure (off the top of my head)

Computer Config | Admin Templates | Windows Components | Remote Desktop
Services | Remote Desktop Session Host | Connections | Allow users to
connect remotely using Remote Desktop Services

You may also need to configure the firewall using Computer Config | Admin
Templates | Network | Network Connectuons | Windows Firewall | Domain
Profile | Windows Firewall: Allow inbound Remote Desktop exceptions

As for the Win95 and NT4 stuff, could you not virtualize them via a P2V and
then use the console connections in your hypervisor software rather than
any remote control software?
