Are you really sure that the Action Pack gives you 10 server licenses? All
the server licenses I see are for one server. The 10 licenses are for client
licenses.

I say utilize the action pack to it's fullest. I have the following on
my network for my small side consulting company:

2 domain controllers: windows server 2003 standard (action pack gives
you 10 licenses)
1 front end owa server and 1 backend exchange server exchange standard
create support and contact email accounts
1 web server for my website: web edition standard
1 ISA 2004 firewall to be replaced with Cisco ASA 5505
1 application server
1 SMS server running SQL 2000
XP desktop/laptop

I tried the CRM solution but it just got too complicated so I dropped
it and haven't looked back. Up to this point most of my users have
been word of mouth so I haven't missed anything. For the web site
solution you could install a DNN, joomla, or phpnuke web based CMS
solution. Most of them have modules you can import into them, like a
helpdesk tool, that'll assist in keeping track of things. Cerebus is
one vendor I've looked at in the past for helpdesk solution.
If you don't wanna take a chance and violate any agreements with
Microsoft and you plan on hosting services I suggest something like
Bluetie for managing email accounts. I also have a centos linux web
server in place for short term web or email hosting.

The MAP gives you total power to be as creative as you want in growing
your company but they need to include a lighter management solution.
