Are you really sure that the Action Pack gives you 10 server licenses? All the server licenses I see are for one server. The 10 licenses are for client licenses.

Most of them have modules you can import into them, like a helpdesk tool, that'll assist in keeping track of things. Cerebus is one vendor I've looked at in the past for helpdesk solution. If you don't wanna take a chance and violate any agreements with Microsoft and you plan on hosting services I suggest something like Bluetie for managing email accounts. I also have a centos linux web server in place for short term web or email hosting.
