It's not a DRM thing. XP drivers don't work sometimes because more stuff got moved to user mode from kernel mode (that is good for the stability of the system), and other stuff didn't work (e.g. controller utilities) because the interactive user's window station isn't the same one that services run in.
All of those things are /good/ things, and allowing people to go back to Windows XP-style behaviour means that we're supporting this backwards compat stuff even more. Everyone cries about insecurities, and dll-hell and all that stuff. But when it comes to doing things in a new way, more people complain about that...
