I believe what you are seeing is a function of HTML messages with text styles overridden by CSS. A designer can use CSS to restrict the end user from changing the size of the text both in the browser and by extension, the mail client. Usually its so changing the size doesnt break the design.
A way you can test my theory would be to open up IE and go to Tools > Internet Options > Accessibility and check the box to Ignore font sizes on web pages. Then try the resizing and it should allow you to do it for ANY message.
