I would be willing to bet that your user is experiencing this issue when the HTML messages are using pixel values for font sizes instead of percent or ems.
The issue is usually present in IE6 because it renders pixel values as absolute sizes but IE7 also has font scaling issues (they compensate by allowing for full page zooming.)
