Does the CTRL+Scroll still work on the desktop, file explorer, and Word,
for the user?  Or is it limited to just certain email messages?

I would be willing to bet that your user is experiencing this issue when
the HTML messages are using pixel values for font sizes instead of
percent or ems.

The issue is usually present in IE6 because it renders pixel values as
absolute sizes but IE7 also has font scaling issues (they compensate by
allowing for full page zooming.)

Other browsers like Firefox and Opera actually follow the W3C standard
that pixel value fonts are supposed to rendered as relative values -
which really doesn't make sense to me but whatever.
