Does the CTRL+Scroll still work on the desktop, file explorer, and Word, for the user? Or is it limited to just certain email messages?

The issue is usually present in IE6 because it renders pixel values as absolute sizes but IE7 also has font scaling issues (they compensate by allowing for full page zooming.)
