Use the registry and create NtfsDisableLastAccessUpdate DWORD with a value of 1.
You probably already know this but here goes anyway. Try not to have to change permissions so much. Use groups, then all you need to do is add and remove people to/from groups. I can't change the setup of the server as this is for production systems that must keep running. What if anything can I do to resolve this slow response time?
