We use small Fortinet 50A units for smaller sites.  They can connect via a VPN 
tunnel back to your HQ if you need that.  I like them since they have built-in 
firewall, A/V (http, smtp, pop, imap), intrusion prevention, malware blocking, 
and content blocking.  The firewall is part of the unit, the other services you 
pay for what you want.  I use several and they connect via VPN to my larger 
Fortinet unit here at HQ.  I have my content blocking configured so that when a 
user goes to a blocked site he/she is provided a link to read the IT Internet 
Usage policy for our agency.  Very cheeky...
 
It's not free but it works well for us.

IPCop will do all of the  above with the AdvProxy and URLfilter addons.

There is a VMWare IPCop appliance, search for it.

I use IPCop at all my client sites except the tiny ones which just use 
consumer-grade routers.
