The one physical and 4 virtual means he can have one 2008 host and 4 new 2008 
Servers VM'd, simply changing a 2003 Server that's VM'd from VMWare to Hyper-v 
should require no additional licenses other than the host OS.

If I understand the OP, the question was if moving a Windows server that is 
VM'd from an ESX host to a 2008 Server host would require any additional 
licensing other than the one 2008 Server Hyper-V host.

If you get 2008 Enterprise you get one physical and 4 virtual.  The virtual 
license key are different than the Physical license key.

additional VMs requires an additional license or whether its the OS *IN*

I'm looking at porting some of our VMWare VMs to HyperV instead. We have
a new server running 2008 Standard. The MS licensing page for HyperV
says that I can run one VM server on the Standard edition and that
additional licenses are required for each VM.

Does that mean an additional 2008 Standard license is needed for each VM
or do they sell a separate VM license for additional VMs in 2008
