I also finished that statement with "in my generation", but yea.  Only
in the past decade or so have I seen black people as elected officials
and such.  This is a huge change from when I was a child where
everyone I saw on TV, and in life, people in positions of power and
authority were white men.

Growing up in the Boston area, were there were race riots over forced
integration, I see it as progress.  Having had recent conversations
about it with life-long racists that still voted for Obama because the
viewed him as a better candidate through his skin color, I see it as
progress.

So, if I understand the definitions of the words 'cultural' and
'progess', yes, I beleive thats what this is.
