+2 You are trying to address a behavioral issue with a technological one. HR is the appropriate venue for this. Maybe some security awareness training as well . . .
On a side note, if the other user account that this person is using is not supposed to log on to that computer, you can also set the login restrictions for that account to prevent it from logging into the computer in question. But the password would still need to be changed . . .
