I think your Softchoice person may be correct.  I can't remember the details
of how SQL connections are licensed, but I just checked and we have over 600
SQL CALs for our SQL server stuff.   So at some point in the past we looked
at the SQL licensing and made the determination that we need to have enough
CALS to cover all employees.
