How the app is written doesnt play into it at all. If a user has access to the data in the database, whether directly or indirectly (through the app) then it needs to be licensed, whether through a CAL or processor license.

It is possible to pass each user to the sql server as separate connection in which case you would need cals for each user. It is also possible to have the application make only one connection in which case processor based license is the way to go. You should really be looking at the application to figure out which one you have.
