Does the mobo have the latest BIOS? If not, update it to latest. If already at latest, download a new copy and re-flash. Maybe the BIOS flash is corrupted. Check the BIOS clear jumper on the motherboard. Maybe it's in the wrong position. Some mobos also have a jumper to "lock" BIOS settings; check for that, too. If none of those apply, try resetting the BIOS to factory defaults, and/or pulling the NVRAM battery.
