I think we should blame the HW MFR for both Windows AND Linux not having
appropriate drivers. Then again, a lot of devices have drivers "built in" in
Windows and you don't really need a driver. Now, whether that's an issue
with Microsoft taking over the driver side of things (much like Apple) or
whether it's pure laziness / cheapness on the part of the hardware
manufacturer is debatable.

  It's interesting.  Whenever somebody tries Linux, and it lacks a
driver for something, that's a problem with Linux.  But when Vista
doesn't have a driver for something, that's the hardware manufacture's
fault.
