Take a look at Longitude, from Heroix.  We're also looking at SolarWinds
and other monitoring software, and while we haven't done an in-house
eval yet, it's looking good in the demos.  It does cover *nix, and I'm
pretty sure it would connect to the ticketing system at the least by
emailing a ticket request.

We are in the process of evaluating a few of the vendors in this area.
Specifically:

NetIQ AppManager
IBM Tivoli Monitoring (ITM)
HP Operations Manager
SCOM 2007

A lot of the functionality you need will affect what you get. For
example, we need something that will connect to our ticketing system
(IBM Tivoli Enterprise Console). We need the ability to monitor UNIX and
Linux, etc.... Personally I like HP Operations Manager and SCOM 2007.
I've already stood up a small instance of SCOM for KMS reporting. But HP
Operations Manager is pretty impressive in this category. Seems to
really do Linux, UNIX well and the connectors are decent.
