I think the original post mentioned they were disabled....looks pretty bad

I once had a WSUS GPO go all funky on me and for some reason the
computers went "running home to mama" and immediately started
downloading and installing all sorts of stuff from Windows Update.
long shot but might be worth checking the Auto Updates settings in the
registry.
