I think this is luck of the draw. I've had horror stories with both, good results with both. One of my favorite stories is when I called Verizon, and at some point a tier N guy called tier N+1, and they started arguing with each other while I was on the line. I called Comcast the other month to set up a PTR record, and the first guy I talked to knew what I wanted, and the second guy had it done within 10 minutes. I nearly fell out of my chair it worked so well. I've also had Comcast be unable to find a location given both street address and pole number.
