Dell already does, at least for desktops. Last August ordered an OptiPlex 960 with 8GB RAM installed; it came with a 64-bit Vista Business install disk. Shipped with 32-bit Vista pre-loaded :(
I noticed that Dell gives you the option of a 64-bit Win7 on all OptiPlexes, or at least the ones I briefly looked at (760 & 960).
