If you really need 16GB of RAM, you probably need a desktop.

I'm not sure what you mean by "Dell are now selling with minimum acceptable
RAM" - what exactly do you mean?

 

You are not going to get a laptop with 2 SoDIMM slots with 16GB of RAM
because 8GB SoDIMMs do not exist.

 

That said, every major vendor sells x64 Windows as an option, and up to 8GB
of RAM. You also mentioned desktops, and it's pretty trivial to get high end
desktops and workstation class machines that have 8+ GB of RAM.

It looks just DELL ,now, are selling with the minimum acceptable RAM ,but it
is difficult to think how to make a 2 slots laptop being equipped with 16 GB

My Dell Precision M4400 came with Quad Core and 8GB ram and shipped with
Vista 64bit.  I have installed Windows 7 64 on it.
