You are not going to get a laptop with 2 SoDIMM slots with 16GB of RAM because 8GB SoDIMMs do not exist. That said, every major vendor sells x64 Windows as an option, and up to 8GB of RAM. You also mentioned desktops, and it's pretty trivial to get high end desktops and workstation class machines that have 8+ GB of RAM.
