A cloned VM of an existing DC wouldn't be running all the time unless you destroy the original and bring up the clone in its place. I don't see where this helps you. Your idea of taking a second server at the remote site and making it a DC sounds better to me.
If you wanted to run Hyper-V or Virtual Server 2005 on the remote server and put a virtual DC on there that might me an option to consider for security, role separation, etc. I would stay away from ESXi for something like this if you've no experience administering it. And whatever you do, stay away from VMWare Server. Virtual PC 2007 is faster in my experience.
