Already tried setting passive mode, still no luck.  I¹m almost convinced it
is a firewall issue but as I said before I cannot test without the firewall
at work.

Sounds like a firewall problem. Try setting your FTP client to use "passive"
connection mode, this will let the client pick the port not the server.
