You're risking a lot, probably more than anyone in the organization knows. I can understand how you might be reluctant to go to your superiors and say we need more $$$ if this was your project and you didn't add a VPN to your budget. Regardless, someone at a director level needs to sign off on this, and you need to keep that documentation, or you're the one who's going to be left holding the bag when it goes south.
