Well, that is interesting. I'd be pushing further in that direction. In my opinion this isn't your problem to solve, but theirs. Yes, I know that's not entirely helpful or accurate, but your ISP ignoring something can probably be tested is suspicous.
If the sales engineer is blowing smoke, I'd begin to become more insistent about trying some different solutions at the troublesome sites, such as updated equipment at a test site...
