You should be able to...as long as you've done business together before, and you have your employers listed, or know the individual's personal email address, you can connect as colleague or friend, respectively, regardless of whether they are in your network or not. The last time I invited someone was within the last 72 hours, so you should be able to, so long as your profile is up to date with an employer's name that the individual would recognize the company name...
