All that "counter" does is actually do a better job of presenting an accurate picture of how much battery life you have. You indicate the battery lasts for 45 minutes, that's the life of the battery as it is now. If however, your laptop is indicating that it has 2 hours of life, that's the counter. Resetting the coutner will adjust the 2 hours to 45 minutes, and not the other way around.
