Not sure how you are animating the noise, but generally you want to animate it to look something like the desired distortation, so that would be animating the z, maybe linearly, and then also within the noise transform tab animate it up in y, so it continually rises, if that is what you want. I usually find it best to use a simple expression in these cases. It also helps to have 2 or 3 distorts with different speeds and different noise field scales, to sort of add layering and make it more dynamic. Also, maybe use some subtle blur or iblur, plugged into one of the noise field
